In 1989, a serial killer murders dozens of victims of all ages, races, and genders, including a 13-year old boy, his biggest fan, in full public view.  The artist famous for painting this serial killer finds himself the obsession of his own biggest fan, another young boy, who sets his sights on the artist at all costs.
